After about a second of doing whatever it does, it stated that it cannot finish the scandisk for some reason.
ScanDisk needs to be able to "lock" all files during its scan process.
If applications are open it cannot do so.
In fact, just having Windows running may cause ScanDisk to fail.
The message that you got probably referred to ScanDisk not being able to run due to files in use.
You probably also got an invitation to allow ScanDisk to Run the next time you reboot your machine.
That's what you should do if you want ScanDisk to complete its work.

It gets activated if there is some other problem with an application or within the OS.

You state that you were just booting up.
Therefore, what applications might you have been using just before you last shut down?

Hard Drive File Structure bad-clusters
poorly written application software
Junk and Temporary files still running after procedures are finished.

So What to Do?
Dump your Temp and Temporary Internet Files
(do so manually or use one of the following: ATF-Cleaner - Ccleaner - CleanUp! 54.52 –your Choice)
Update and Run a scan with your on-board AntiVirus
Update and Run scans with your on-board AntiSpyware
You may benefit from running one of the online scans like Panda or Kaspersky.

Run CHECKDISK <- - a more vigorous version of ScanDisk
Start - Run - (type)chkdsk /f /r - Enter<– notice the required spaces before the "/"s
Note: you will receive a warning that CHKDSK cannot be run due to files in use, and you will be invited to schedule CHKDSK to run the next time you reboot. Agree by typing "y". then reboot to allow chkdsk to run prior to Windows loading.
chkdsk /f /r should be run multiple times until it completes the entire set of its 5 scans without detecting any bad-clusters and without having to move any files.
Run it a second or even third time, until nothing is detected in any of the 5 included scans

If you still have problems with DRWATSON popping up, we may need to uninstall/reinstall various application software or new drivers or hardware, if you can identify what you may have been doing just prior to the problem.
If DRWATSON continues to popup and you have no clue about prior activities, it may be useful to do a Repair Installation via Recovery Console. <–ask if you don't know how.
NOTE: It is important to have your valuable documents, data, and media, securely backed up to a remote storage (a CD/DVD or External HD) prior to attempting the above procedures.
Note: Bob's recommendation would probably have cleared things up, but may come at too high a cost in terms of time to format/fresh install OS/ install Drivers/ install software/ etc.
