Unable to control cpu speed

I've got a Biostar 945P-A7A 8.x mother board and from what I can gather S.M.A.R.T. is enabled. Problem is I can't control the cpu fan speed with any program I've got installed even ones supplied by Biostar. What am I doing wrong?

I do now. What am I looking for? EDIT: Never mind I found it. Though I am having the same problem with my Nvidia GeForce 8600.
