Trying to format GX150 with user protection

Hello Trying to reformat a computer that has a user protection interface. Was originally one of the computer work stations for my father's job at the rail road. It is completely limited to what i can do. I enter windows and all you can open is the start menu with one program in it. Mainly the program used by the rail road I guess. Other than that, I can't access anything on it. How do you go to a regular windows setting without this safe mode type of interface? Not sure if that's enough of an explanation. Did the original Windows installation disk come with it? If so, I recommend you reformat and reinstall. If no disk or Windows license, then that copy of Windows does not belong to you, and you need to buy your own.
