I'm Missing Something Obvious

I'm new here . . .

I've been trying to post a REPLY to this thread:

and I keep receiving this message
"Sorry, you do not have permission to reply to that topic."

If any administrator has "permission," this is the REPLY that I was trying to post:

See if you can RENAME this folder
C:\Program Files\Common files\WinTools
to something else, say "C:\Program Files\Common files\WinTools_"
(note the final UNDERSCORE.)
A friend had this problem, and I think the problem went away after I hid that folder on his machine.
