When you say "Windows XP" I assume you mean through Windows Explorer (and not your browser, such as Internet Explorer or Firefox). You can view your cookies by "drilling down" through My Computer to C:\Documents and Settings\YourUserName\Cookies.

If you cannot see the Cookies folder, you will have to go to Tools > Folder Options > View then select the option to Show hidden files and folders, then Apply and Ok.

You can also view your cookies from within your browser. In IE7, go to Tools > Internet Options > Browsing History > Settings > View Files.
