Can't find MSCONFIG/task mgr grayed out

Have you tried with other commands from the "Run Box"?
Can be that its explorer that is corrupted and not your MSConfig.
Try type Regedit instead, can it find your Regedit?

Does the problem exist in safe-mode with your admin account?

What happens if you press the "windows-key+R" and type from there?

From those you should be able to run the msconfig.

I can run regedit from the run command. Msconfig can't be found from windows flag + r box
