XP Language Toolbar Annoyance

I'm dealing with a minor annoyance. Whenever the "language toolbar" is present at startup, I turn it off. Whenever I restart Windows XP, it is activated again and I have to turn it off. Is there a way to have it turned off by default when Windows XP starts up? Thanks.
