If you have Windows (or OS/2), you have it. cmd.exe is the native DOS or command prompt (shell) for NT based operating systems, which includes W2K, XP, and Vista and a couple other variants. Go to Start > All Programs > Accessories and you should see "Command Prompt". Or go to Start > Run, then enter: cmd in the text box, then press enter.
If you don't know what to do from there, enter help then press Enter. If still unsure, then type exit, press Enter and do some more research. It is too easy to do irreversible damage from the DOS prompt.
So, ummm, I would ask why? That is not something most people need to do. Are you having problems with your computer that we can help you with?
