Want to try your luck with another Doug?
Occasionally when a program won't uninstall, there was a problem with the original install that can be corrected by reinstalling, and then uninstalling. Well, of course you've already been trying to do just that.
Unfortuanatly, or fortunately in your case, there may be a file that got downloaded, that is interferring with your ability to reinstall.
Here's the instructions and source:

try updating your version of InstallShield. This may help correct any corrupt files that could be causing the problem. To update InstallShield, please follow these steps:
1. Open the folder located at C:\Program Files\Common Files.
2. Locate a folder called "Installshield."
3. Right-click on the folder, then click "Rename."
4. Rename the folder. (You may want to name it something like "Installshield_OLD.")
5. Close the folder and re-visit http://dl.google.com/earth/GoogleEarth.exe
6. Save the file to your machine.
7. Double-click on the file, select "Remove" and click "Next."
Tallin, be sure to "SAVE" the download, instead of "Running" the installation from the internet.
Once you've saved it to a location that is easy to find, go ahead and activate the installation.
Once complete, you should be able to Uninstall.
After you've uninstalled, go back and delete the file in C:\Program Files\Common Files that you renamed "file".old.
NOTE: You will notice that the "link" that is provided by Google above——- doesn't work.
So, go here to get the Free Download and follow the same instructions as above.
