no thumbnails in win2K

in windows xp when you are viewing a folder and click thumbnail view all of the icons turn to thumbnails. But on this computer when you do that all you get is bigger icons -no thumbnailed version of the pics. I have to actually open the pictures in an image editing program to see what they are. Jpgs and gifs are associated with Faststone image viewer right now so that's the icon they show up as. Is there some other built-in windows program they are supposed to be associated with in win2K to make the thumbnails work right? (i know that in XP there is a program called windows image and fax viewer but i can't find it on this computer)

I've researched and followed others with this and similar problems, and I'm currently searching to find the original thread that included a ton of recommendations.
