It could help if you were able to tell us a little information about what you may have been doing prior to the failure.
New Hardware?
New Software?
Configuration changes?
First best place to look will be in Control Panel - Device Manager
Look for yellow or red warnings.
If either of the drives display a yellow or red warning, then use the "Remove" option to uninstall the driver, then close Device Manager and Reboot your machine.
The above recommended procedure will allow Windows to "Find New Hardware" and "Install drivers for New Hardware".
If either of your drives is a Read - Write, you may also have to reinstall your CD Writing software application. That would be most likely, Nero or Roxio Easy CD Creator.
If either of your drives is a DVD ROM, you may also have to reinstall your DVD Playing software application. That would most likely be, Power DVD, or some other brand.
If you've recently had the Case open to do any work, you might consider checking the IDE ribbons and the power connectors to both drives.
If you've installed new Hardware recently just before the drive failures, then you may have exceeded the capacity of your PSU, Power Supply Unit.
For instance, if you've recently upgraded to a new Video Card with higher performance values, you may be drawing additional power to your Video Card, at the expense of failing CD ROMs.
If you've recently installed a new CD ROM or CD RW or DVD ROM or DVD RW, you may have to review the "jumper settings" of each to assure that they are appropriately set for Master or Slave or Cable Select.
Let us know how you are progressing with this solution.
Best Regards
