Internet shortcut cannot be opened

When i start internet explorer and double click an internet shortcut or view a shell folder I recieve the following message,"The internet shortcut cannot be opened because failed to run ".My son was in the startup menu and i think he unchecked something that needed to be opened during startup.I tried to run msconfig and get into the startup menu however I get this message when I try.This is a Dell computer pentium 3 running windows 98.
