Computer is a Dell inspiron 531, windows 7, IE9 & firefox.
There are 2 user accounts. One user account is fine (all programs open via icons)
On the other user (main) account, desktop icons, and start menu icons will not open programs.
A box comes up with 3 options to open program, whichever program you try and open.(firefox,IE & adode), and do not work.
You can open programs on desk top by right clicking and then clicking 'open'.
Also many applications will not open as well, eg regedit, files in program files etc, while others programs like control panel will open
