No. That is determined by the distributor - in this case, Microsoft. Note they have always been optional (with a couple "critical" exceptions). Also note you don't need Windows Update to keep MSE updated either - though having that method is convenient.

MSE will update automatic? How?
I am not sure I understand. By default and as noted here,

Once you have installed it, the software updates automatically once a day. We’re constantly tracking new threats and we keep your PC updated to help protect you. You don’t have to do anything.

Of course your computer needs to be connected to the Internet and turned on. But if off, it will check for updates next time booted.

What do you mean with booted?
"Booted" is the past tense of the word "booting" - a computer term that basically refers to the initial set of operations a computer system performs when electrical power is first switched on. Once the OS (Windows in this case) has fully loaded and the computer is ready for the user, the system has "booted". So if your computer is turned off over a long holiday weekend, for example, the next time you boot (start) your computer and Windows and all your startup programs (including MSE) are fully loaded waiting on you, MSE will go out and look for updates and update itself. You can easily verify this by checking your definition file timestamps on the MSE Update tab.
