Well it is much better, but I still think I should change mt PSU, what do you think? Should I?
I Defraged & Optimized all of my drives, emptied alot of them. Its much faster now, and no Lag.

Yeah that low reading on that +12 volt rail is really bothering me. It makes the PSU unreliable as well as unstable.

Yes even now the reading is less than 3 Volts, I should change the PSU soon.

I agree and like I said I would advise a good quality PSU so you don't have this problem in another year.
