Only one device can use that IP as assigned by the router, at any one time.
Go to
Control Panel - Internet Options
Select the Connections(tab) then press the LAN settings button
No information should be entered in any of the spaces.
Be sure to add a checkmark/tick in front of the line Automatically detect settings
No its all good..Go to Control Panel - Click on Network Connection
Double-click on Local Area Connection
Click on Properties (button)
From Local Area Connection Properties panel scroll down and double-click on Internet Protocol (TCP/IP)
On the Internet Protocol (TCP/IP) Properties panel – (General Tab) no items should be set for IP address, subnet mask, Default gateway nor DNS server address
Instead, the item - Obtain an IP address automatically should have a dot-mark in front of it.
Click on the Alternate Configuration(tab) – again, no items should be typed in and "Automatic Private IP address" should have a dot-mark in front of it.
Report back with your observations.
For instance… Are there any of those items typed in that I mentioned should not be?
But now i have the darn 169 ip.

If those are the first three numbers, it sounds like your "external" IP.
Is your ISP modem a combination modem/router?
Or do you have a separate Router?

In your response it appears that that Router is "not" enabled.
Therefore only one machine can be connected at a time.
AND, the connected machine may have to have the Verizon configuration software installed.
OR, you need to enter your father's username and password if using Windows Zero configuration.
Here's a ton of information to consult if you are running Windows Wireless Zero Configurtion on the Toshiba.
