Have you made any other hardware changes? Added memory, replaced hard drive, optical drive(s), switch from PS2 to USB mouse/keyboard? What other add-on PCI/PCI-E cards are installed? When I run into these kinds of problems I move to an absolute minimal setup. For XP that's 256MB ram, but definitely no more than 1GB, PS2 mouse and keyboard (if possible), single optical drive and video card. I then pull the CMOS battery, unplug the power cord then press and hold the power button for 10 seconds to allow all capacitors to drain. Reinstall the CMOS battery, plug in the power cord and power on. If video now works, you should get a CMS checksum error. Go into BIOS setup,, load default values (there will be a FN key or selection to do this), set date and time, save settings then reboot and start the install.
