Having this universal (all browsers) issue with Flash Player where Youtube videos don't finish loading and other streaming video stops mid-stream and never finishes re-buffering. I've uninstalled and re-installed flash a few times (older and current versions) to no avail. Any help would be appreciated.

I'm not sure that this could be blamed on Flashplayer. Do you have a reason to suspect it is Flashplayer specifically, and not an internet connection problem?

Is the computer in question connected to a wireless network? Are there other computers on this network that function normally?

It could be flash, but I think it would be wise to run some tests on your internet connection. How about running this test: http://myspeed.visua...m/indexvoip.php

Choose a testing site geographically close to you. When the test finishes, look under the advanced tab. I know this is a VOIP test but this test can reveal problems that can specifically mess up your streaming experience. Packet loss should almost always be 0, and jitter should be very low. This can be an indication of connection trouble. Please provide your results.

Another straightforward test would be this one: http://speedtest.net/

This test will provide results for raw throughput of your internet connection. These are important numbers too. Please provide your results.

Those numbers look good. Do you experience any other problems browsing the internet. Such as slow loading, or failed pages occassionally?
