Instructions on reformatting and reinstalling the operating system are available by clicking here:

This is considered a fairly drastic step to take, and you should be sure before you start the procedure that you understamd that everything on your hard drive will be destroyed…wiped out…. so don't proceed with these steps unless your backup/archive/copy of everything that is important to you is kept safe on removable media, and has been checked for correctness and reproducibility…

Actually it should be format the hard disk. You cannot format the OS. Which brings the true seriousness of the topic.
