I'm not sure if LBeard is referring to there actual password being "Whisper" or if they are making references to a password manager called: Whisper 32.

If you are indeed making reference to the password manager program called Whisper 32, then take a look at the FAQ's on this page. Specifically FAQ #7, which answers this exact question of how secure Whisper is. According to the answer that they provide on there site, they say that it isn't very secure. A statement like that deters me right off the bat from even going ahead and download the software yet alone installing it to store my passwords. There are plenty of other password managers that are more secure then this software Whisper. It's also worth noting that this program hasn't been updated in 6 years.

You may want to take a look at this post here made by Doug. He gives recommendation for a few password manager programs to use. It's been a while since he's made that post, so I'm not sure if he still recommends all of the programs listed in that post. He may be able to shed some light on if he still recommends them or not.
