Slow/Late keyboard reaction for Text

I keep having a slow/late keyboard reaction for text on online games, like WoW. I changed my control panel keyboard delay and rate to short due to my charecter moves more then what I press on my keys. My computer is fine for specs. (P4 3.06ghz, 2.9GB RAM x1300 radeon Video Card). I just had a full hard drive wipe recently, but this problem was before the wipe. I am using a brand new keyboard and mouse (DYNEX). I tryed settings graphics on the games to full low, still happens. I am using a wierd keyboard and mouse. Its not sticky keys. And well if its becuase of the short delay/rate on the control panel, then my charector moves more then what I hold down, it keeps moving more after releasing the key. I havn't spilt anything in my keyboard. Once again this only happens on games.(Not becuase os CPU speed, I get like 30fps on WoW). Any more information needed ask. Thank You for the help.
