Does my router settings affect my connection speed, is it luck of the draw as to what I get, or is it something my ISP has done on there end to give me a lower connection speed then what I think I should have?
for a normal Router/switch combo device, "no". Settings for those are "work" or "don't work". If you have a Modem/Router/Switch combo device, then it is possible, but not likely. It sounds like either the modem needs replacing or PERHAPS one of your DSL filters may be failing. How long have you had the filters ? (and you made sure they're on all the voice lines?)
Data Execution Prevention
This behavior is by design. The Data Execution Prevention (DEP) feature is used to help prevent damage from viruses and from other security threats.
DEP is used to mark some memory locations as "non-executable." If a program attempts to run code from these protected locations, DEP closes the program and notifies you.
The best way to avoid this behavior, is to contact the program vendor to see if an update is available that enables the program to work correctly with DEP. I have read that their is a 'patch' avail for this at the Windows Update site, but could not locate it there….'course that would only work if you could GET it installed to begin-with eh ? LOL
You can "workaround" DEP, though it depens on how DEP is being applied to your PC.
If your computer is set to apply DEP to all programs and services, the DEP error message will also have a "Change Settings" button.
If it does follow the steps below, else skip to next section
1. When you receive the DEP error message, click Change Settings.
2. Click to select the check box next to the program, and then click Apply.
3. When you are prompted to restart your computer, click OK two times, and then restart your system.

To see how DEP is currently applied to your PC:
1. Click on Start, then right-click "my computer", choose -properties-.
2. When the "System properties" window opens, then click the -advanced- tab
3. Next click the -settings- button in the "Performance" section.
4. When the "Performance" window opens, click the -Data Execution Prevention- tab.
the default is to be turned-on for "essential windows programs and…"
the other option is "for all programs and services except…."
When your computer is configured to turn on DEP for essential Windows programs and services only, you cannot add an exception for a program. This is the behavior that is by design in Windows XP SP2, and I know of no differences in SP3.

There is a way to Disable DEP altogether by editing the Boot.ini file, however I do not recommend this.

UPDATE: I did end up getting SimCity 300 installed via safe mode. The game runs fairly well with the exception of the game slowing down when ever I open up any of the game menus i.e. building menus and such. What could be causing the game to slow down during these events and how could it be remedied.
did you try the Windows update site as mentioned ?
or check the Maxis website for a patch ?
additionally, you could right-click the executable file and run it in "compatibility" mode….
After installing the program, go to Start, All Programs, Maxis, SimCity 3000. Instead of launching SimCity, right click on the SimCity 3000 icon, select Properties, then select the Compatibility tab and change it to whichever mode
