Will software designed to move select files/software from an old computer to a new one transfer the viruses etc to the new computer? My old computer has been hijacked and I'm frustrated and just want to get a new computer.
Yes, if the files are infected, the infection gets transfered with the files.
Such programs, as those provided by new Hard Drive manufacturers work great for migrating from an old Hard Drive, but they are not selective in what they transfer.

Suggestion?

First do whatever you can to clean up the old machine, including using the excellent services at the HJT Forum here at TomCoyote.

When you get the new machine, make sure it has all the protective utilities to make it safe on its own.
Then consider installing the old Hard Drive as a "slave" in the new system.

Run your new machine's anti-malware utilities on the "slave" drive to specifically scan the files you may want to transfer, and again utilize the HJT Folks as needed.

If all you want to do is transfer "data" and "data and media" files, you can do so via the Copy function of Windows Explorer. Slow, tedious, and manual, but probably not too much of a hassel for strictly data/media files. That plan has the added advantage of not transfering any corrupted System files.
