can't install anything after trying to load MS Visual Studio

Got a new pc recently and have just tried to install Visual Studio .NET 2003. Not only did installation fail, but now I can't get anything to install. Have tried re-loading IIS as it also "froze"but Windows Component Wizard hangs. Likewise Windows Installer hangs whenever I try anything. Can't even download Windows updates from MS site as it hangs. Any ideas? All other programs seem to be OK, just the installing/removing/updating problem.
