Can't Open IE, My Documents, My Computer

my dads laptop encountered a weird problem. it wont open any folders or internet explorer. i cant go to control panel or anything. now if i go to safe mode then log in as Administrator things will work, but if im in safe mode and i log in as Owner, nothing works. any clue whats going on? ive tried running norton, CWShredder, Spybot, Adaware in Admin safemode, still nothing. Thanks

Try using chkdsk first and see if that can help.
If you are running Windows XP:

open My Computer
right click on C
Properties
Tools
Error Checking
Check Now…. put a checkmark in both boxes
Start…..OK reboot………This can take a while to scan

If no luck try sfc /scannow………Note the space between c / ……You may be prompted for the Windows XP or Windows XP Service Pack 1 installation media
How to reinstall or repair Internet Explorer ……Windows XP
