Sporatic PC Shut Down Problems

Running Windows Me. Using Zone Alarm Suite and Spy Sweeper as resident protective software. Periodically, this PC will not turn off. When it doesn't turn off, I cold start it and go through ScanDisk. Next, Zone Alarm pops us suggesting that virus softare is not running and asking if I want to run it. Saying "yes" and rebooring gets me operational. Have tried shutting down both Zone Alarm and Spy Sweeper and found that the system still hangs at shut down. Ideas, please
