Recycle Bin Problem

For some reason my recycle bin shows that there are items in it and when I go to empty it always asks "are you sure you want to delete these 45 items." When I open it to see what 45 items it's talking about there is nothing there. Whenever I delete something it never even goes to the recycle bin, it just disappears. Any ideas?
