Recycle Bin For Windows Me

I have uninstall a program. Then, delete the file remains (must be delete manually). After than, i delete it permanently from Recycle Bin. But the problem is, there is still one file that can't be delete. It says "Cannot delete <filename>: Cannot find the specified file. Make sure you specify the correct path and filename." Then i try open the Recycle Bin properties. I try click on 'Global' tabs then set the Maximum size of Recyle Bin to 0% then back to 10%(Default setting). But nothings happened. How can i settle down this problem?
