Everytime I try to open a folder on my desktop it brings up the "open with" list, when I try to open it with explorer it wont let me, what can i do?

Is it a "folder" or a "file"? It makes a big difference to Windows EXACTLY which one it is. :) Is it displayed on the desktop with a "folder" icon?
