If I am connected to the internet with a 3G modem and the sim card therein is loaded both with airtime and data, is it then possible to make and receive telephone calls? If so, what hardware would I need and how do I set it up?

This probably isn't the response you were hoping for, but I think that is a question that would best be answered by your cellular provider.
