Adchoices pops up with numerous ads when using IE 11 - primarily MSN.com. How do I get rid of it?

AdChoices is a legitimate ad delivery platform, and native to the websites you are visiting. Websites use AdChoices in order to generate revenue. You can read more about AdChoices here: https://support.google.com/adsense/troubleshooter/1631343?hl=en-GB
I suggest looking into installing an ad blocker for your browser, such as Adblock Plus: https://adblockplus.org/
Note: With Adblock Plus, you will need to make an adjustment as described here.
After installation of an ad blocker, you should no longer see AdChoices in your browser. Please let me know if this is not the case, and we can investigate further.

Is it easy to uninstall Adblock Plus (Control Panel\All Control Panel Items\Programs and Features) If I don't like what it does for some reason?

Yes, uninstallation is very straight forward and can be done using Programs and Features.
