checking media fails, cannot boot to disk

I have a Dell Inspiron laptop. I'm trying to put Windows 7 onto the hard drive, mostly because the profiles on the current OS are unable to be loaded.
Anyways, under the boot options in the BIOS, the cd/dvd/cd-rw drive is set as boot option 1, hard drive is second. However, it just starts windows as normal and at the bottom of the screen it says check media failed.

Where did you get the DVD you are trying to install with? If you created it, how did you do it and where did you get the ISO?

Try booting it on another computer to see if it actually will boot.

If okay then press F12 when you boot the Dell to get to the boot menu. Select the CD/DVD drive from there, see whatr that does.
