Dell Latitude D610 + iPhone 5s

I'm stuck. When I try to tether my iPhone to the laptop, in the Wireless Network Connection window, Choose a wireless network, a message there that says Windows cannot configure this wireless connection.

I can access Wifi at the library with no problem on this laptop. What steps do I take to tether iPhone to the Dell? OS is XP

first thing to check is if your phone service allows tethering.
