iPad supports: .m4v, .mp4, and .mov file formats.
There are tons of tunes and movies available from iTunes and several legitimate subscription based streaming-media providers whose content is configured to play that streaming media.
But if you happen to own media in .mpg, .mpeg, .mpeg-1, .mpeg-2, MKV, FLV, AVI, MTS, WMV, TiVo, MXF, VRO, VOB or others, your iPad will not be able to play and display them, because the native iPad decoder is not prepared to deal with those formats.
Thus, assuming the media in question is of legitimate source and you have the right to modify it, you need a decoder utility to perform that function for you, before you can play/display the media content on your iPad.

It can be done.
But converting media often runs afoul of copyright and legal restrictions.
If you choose to use codex packs and decoder utilities for this purpose, it is a matter of your own choice.
What you do with your own media and your own hardware is up to you.
However, WTT Forums will not be recommending any converter utilities for this purpose any time soon.
