computer keeps rebooting

my friends computer keeps trying to boot up and when it gets to xp pro screen, it starts the sequence all over, it did it even after we tried safe mode. Isn't there a program to check hdd without it booting? Some to even correct virus and malware infections? He doesn't have the repair disc nor does he have the money to buy any hardware in case of bad hdd. Any help will be appreciated. Thank you.
