Ctrl + A is not doing anything when the cursor is in address bar or in Start > Run. In all other cases, it is working. Can anyone please let me know the settings to correct this as it is working on another computer?

If you are using Windows Explorer, go to the menu bar (press 'Alt' if there is no menu bar showing). Click on Edit / Select All. Is that working?

Well, if the Control A doesn't work then click on edit and select all. But I am not sure why your control A doesn't work.
