Plug & Play not working

I recently tried to install both a web cam and a backup drive on my desktop computer but it would not recognize new hardware, nor would it allow me to install from the CD. I checked the control panel and Plug & Play was enabled. Can you advise what the problem may be or what else I can try. Thank you.

see if that makes a difference.

Also, check to see if Plug and Play service is started and set to Aotomatic.

Click on Start then Run, type services.msc and press Enter.
Scroll down to Plug and Play and double click on it.
Set Startup Type to Automatic and start it if it's stopped.
