I have no idea personally, but a search shows this as a big problem for many, so while awaiting someone who knows more than I do on this, here is what many suggest as a work around, I hope it works for you, because I'm lost if it doesn't.
Go to Start button and choose Control Panel.
Once you are in the Control Panel, you should be in the Classic view. If not please look at the left side of the screen and click "Switch to Classic View". Kindly choose Internet Options.
A small window will appear, please click on Delete Cookies, Delete Internet Files and choose Clear History.
Go to Content tab and click Clear SSL then choose Auto Complete.
Make sure that all boxes are checked then click on Clear Passwords and Clear Forms.
Once you are done please go to the Advanced tab. Do you see Restore Defaults? Click on Apply and OK.
