Creating Icon Files to use for any Icon

I am looking to create some icon files and cant seem to remember the extension or even a way to edit them for that matter? Anyone have any thoughts on this? Do i need somekind of software to create an icon file to be used for anything? Thanks in advance.

Icons use .ico and .png files types. Enter icon creator software into Google to find may offerings.

Great link Vectris. I was able to make a neat Icon from a picture of my Grandson. Many thanks.
