XPTask bar, My computer, Explorer not working

I had a worm attack on my PC a couple of months back, a lot of .exe files got corrupted. I used Avast free edition to clean (delete) these infected exes.
That seemed to have solved the problem for then (not 100% though)
Now, however, there's a new problem, when i start my PC, the desktop shows with the icons but the task bar is just a plain bar of dark blue color (no icons or buttons) or it shows the time and the start button but the cursor on mouseover is an hourglass. It does not respond
Further, when i try to open My Computer, the window for it opens but it shows that torch rotating side to side. The icons don't show up at all. But ican navigate the hard disk by opening My Documents and then directly changing the address bar (but still can't open My Computer)
I cannot even seem to be able to open the Dial Up connection window to connect to the internet. But my LAN which automatically starts up at start up gets connected.
I can't even shut down/restart/stand by.

This problem started yesterday morning and i havent made any instalations or any important changes before or after this.


So how do i fix this ?

PS: I'm using windows xp pro
by the way, im posting from another system. and i dont hae a lot of protection softwares. since, my internet on that isnt working, perhaps some1 can sugest a solution which doesnt involve downloading anything. But if it were necessary to download, i could try burning the softwares on a cd and then tranferring to my PC…im not sure if that would work tho.
xD thanks mate but theres another problem.. I changed the options from msconfig for the system to start in safemode..and now the system does not start up at all. When i push the button on the cpu, it asks me which mode i want to start the pc in, i select safe mode or start windows normally, the XP PRO loading screen shows up and after that loading, the system just restarts on its own when instead it should be showing the welcome screen. I asked a friend about it and he suggested that i burn UBUNTU on a cd and then start my PC through it ( as the OS does not require installation and can boot from the disk). Once iv started the pc, i can get all my data and then format or reinstall XP into it. Would you recommend the same or is their another efficient way?
