According to owner, a week ago, for no reason, it started behaving funny. System Restore did not solve the problem. Owner has several anti ad/spy ware programs, including spybot. Problem is IE or firefox wouldn't open, safe mode or otherwise. Clicking the shortcut (I checked, they had the proper path in Properties) would produce a little hard drive action, but no window would pop up.
norton 360 was installed, but owner claimed norton was having update problems, partially due to a seperate problem, a dying router, so I installed AVG, via USB drive, and ran a scan. 0 threats found. Another thing i found odd was his root c: was set to share. I promptly unchecked that box. It looks like something hijacked a bit more than the homepage.
EDIT:
upon more research, I ran netsh winsock reset in cmd, and LSPfix. I tried netsh interface ip delete arpcache, and tried Internet Explorer no addons. I reinstalled firefox, and firefox will now open a window. The window connects properly and I can browse the internet on firefox, but IE will not open even a window. I even tried Inetcpl.cpl from the cmd line, and it wouldnt even bring up the internet options box. I'm at a complete loss.
