unable to remove lop.as

hello got a pc that according to avg is infected with trojan horse.lop.as. it says it removes the file but about 5 mins later it pops up again. after running every fix and tool under the sun i am left with 2 dll's that will not delete even in safe mode. (which i believe are related to this new variant of lop)secur32.dll & usqqq.dll are in sys32 folder and will not remove. this is my last hope. iv'e checked everywhere on the web and no one has any info on this variant of lop. info of any type would be most helpful before i choose to reformat. thanks

The "lop" infections are particularly annoying, since if the user removes them in an incorrect way, the result can be a total loss of internet connectivity.
