If the recommendations I offered above have not solved your problem, then what has probably occurred is that your MSN internet connection was "broken" by the procedures that you mention got applied to your machine by the investigators.
Below, please find a link to "winsockxpfix" which is a tool that will restore your internet connectivity to its original status. Since the tool utilizes changes to the Registry, I like to have users make a full backup of their system, by using System Restore, before using the tool.
____________________________________________How to create a System Restore point?
Click Start, All Programs, Accessories, System Tools, System Restore
For Classic Start Menu: Click Start, Programs, Accessories, System Tools, System Restore.
Click - Create a restore point, and then click Next.
In the Restore point description box, type a name to identify this restore point. System Restore automatically adds to this name the date and time that this Restore Point is created.
To finish creating this restore point, click Create.
You can also launch System Restore window by typing the command below, in the RUN box:
%SystemRoot%\System32\restore\rstrui.exe
Method (1)
Please download "winsockxpfix", from here:
http://www.snapfiles.com/get/winsockxpfix.html
If you are unable to use this computer to download the file, then download it from a different computer and burn the file to a CD.
Simply Run Winsockxpfix by double clicking on it.
Next:
Reboot your machine.
WinsockXPfix should have restored your internet connectivity.

Method (2)
If you machine is running Windows XP and has been updated to XP Service Pack 2 (SP2), then there is an easier way to go about this repair:
________________________________________Go to: Start - Run - (type)cmd
A dos Window will appear.
Type next in the dos window: netsh winsock reset
hit enter.
This should solve your broken connection.
Reboot.
In the "rare" event that there is still a problem, we can look at issues related to Windows Firewall or any third-party Firewall you may have installed.
But first things first.
Complete this repair using one of the two method above.
Post back with your progress.
Best Regards
