hi, i would relly appreciate some help.
my drive failed for no apparent reason, its a NEC ND-6650A. ive tried uninstaling re-instaling, a new driver
which won't load as it say's that the drive is not found correctly.
ive also cleaned the lower and upper registrys, and uninstaled all ports which all reinstaled fine except the DVD
drive. Dell send me a new drive as they were stumped as to what the problem could be, but even a brand new drive does'nt work?????. i instaled a new BIOS which does recognize the drive, but windows simply wont.

This appears to be the focus of your problem:

Though I have no idea what "ports" have to do with DVD Drive, unless this is an External DVD drive unit that is connect via USB?
If it is External and connected by USB, you must install the USB drivers specific to this unit - BEFORE - you actually plug the unit into the USB port.
From the Drive specs you provide, it appears that this is a "removable" drive that is "interchangeable" with a Floppy Drive or an additional battery, either/or all three of which could be "inserted" into an empty Drive Bay on your Dell Laptop computer.
Be sure that the DVD Drive is firmly seated into the Bay, and that no foreign material has gotten into the connector plug, or that none of the connector Pins are bent or misshappen.
If you insert a Floppy Disk module drive unit, into the same Drive Bay, does the Floppy Drive work?

the dvd drive is not usb etc, it came as standard. i dont have a floppy drive to test the port. i did use other DVD software but after removing these the problem persists. im unsure as to how to unistall the chipset drivers.
Dell seem to think the only solution is to re-install the operating system (seems a bit extreme) but before i can do this i have to buy an external hard drive in order to back-up all my material, so it might be a while.
Dells support took me through all the steps listed on the microsoft page (removing upper & lower filters etc.) but none of these procedures worked. from the microsoft page it appears that code 39 errors are as a result of 3rd party software that comes with their own but they assume no responsabillity (seems like a cop out!).
perhaps if you could tell me how to re-install the chipset drivers this might solve the problem
