Most probably one of the programs that runs your windows control panel is corrupted. I had this problem last time where everything i ran on my computer would come up with that error notice. I then found out that my explorer.exe was corrupted, so i reformated.

It might be sensible before doing anything too radical to check your essential/protected Windows XP system files, if you have corrupted files (which seems likely) then this could be causing the problem.
Make sure you have an"Image" of your hard drive or have otherwise backed-up/copied all essential information, files and settings and then try this:
Go to Start/Run and copy/paste the following into the box
sfc /scannow
Click on Ok and be ready with your Windows disc as you may be asked for it.
