What Operating System are you running? for instance Win XP?
If you're running Win XP
GoTo:
Start - Run - (type) MSCONFIG - Enter
This will bring up your System Configuration Utility screen
Select - StartUp (tab)
In your StartUp screen, remove the checkmark in front of Outlook, if it is checkmarked.
This will remove Outlook from activitely starting when you boot.
You can Run Outlook manually at any time you want to check your email or compose and send an email by manually clicking on the icon for Outlook, or using Start - All Programs - Outlook (menu)
As to the frequent/random boot of Outlook during other activities....
Open Outlook
Click on Tools - Options - Mail Delivery (tab)
Read what you have currently selected for "Mail Account Options" - "Check for new mail every (xx sec/mins)"
You can "uncheck" the box in front of this line so that Outlook will not automatically check for new mail.
Are you using a third-party Spam Filter or email handling program like MailWasher, or some other utility?
I use MailWasher and if I scan my incoming email via MailWasher, and do anything more than just scanning, for instance if I select to "process mail", then Outlook will automatically kick in just after using MailWasher and I have to close Outlook manually. This can be a nuisance, but closes out after only one cycle.
Let us know what you find, and we'll proceed from there if necessary.
Best Regards

outlook isn't in the startup programs. also, i check how often it should be checking for mail and it should be every five minutes. outlook will sometime keep popping up ever few seconds. i ran through the registry with someone from microsoft. this is so confusing.

sometimes, you have to go to task manager, and end the outlook process itself.
