Are you still using a Cable Internet Provider, or have to switched to DSL via telephone lines?
Are you connecting your Laptop via USB or directly to an Ethernet Card installed in the Laptop and connected via CAT5 cable?
Have you looked in Control Panel - System - Hardware - Device Manager - Network Adapters to make sure the NIC card in your Laptop is functioning properly?
Have you looked in Control Panel - Network Connections to verify that the status is "connected"?

You may want to "start from scratch" again by using Control Panel Add/Remove to clear out all traces of the current malfunctioning install.
