I am so lost at this point (what is below). I did everything else and there are files that are saying they cannot be deleted when I go in to *.tmp, because they are being used? I did this with everything closed so I don't understand why it is saying that.
How do I do this. I typed it in under settings and documents and says file cannot be found?
Then, use Windows Explorer to clean out ALL the other temp folders on your system
(navigate to the folder, (as listed below)
use "Edit - Select All", press "Delete", click "Yes"
* C:\Documents and Settings\\Local Settings\Temp\
* C:\Documents and Settings\\Local Settings\Temporary Internet Files\
* C:\Documents and Settings\\Local Settings\Temp\
* C:\Windows\Prefetch\
* Empty your "Recycle Bin".
Still getting pop up box saying "internet explorer security warning"
"Windows has found a problem with this file" and no way to let it download anyway.

The only file that should be "in use" when all applications are closed, would be a single .tmp file that is the current status of your Firewall.
For instance, my firewall is Zone Alarm, and I cannot delete: ZL T0650e.TMP
That one file is OK, and cannot/should not be deleted when the Firewall is on.
If there are other __.tmp files that are refusing to be Deleted (because they are being used), then you have some other program active and not closed down, or the files refer to a Malware that you are not aware of, that is running active without your consent.
How many __.tmp files are you finding that are refusing to be deleted?
If possible, list them all in your next reply.
If there are "too many" then please post a sample of them.
We'll get to the other part that was difficult after we review the __.tmp files that refuse to be deleted.
These are the files that are still there and thisis exactly how they are listed witht he squigley thing next to them. Could it be my firewall, virus protector and privacy service?
~DF22D5.tmp
~DF4E9.tmp
~DF568E.tmp
