App accessing internet runs slowly

I've been having an on going issue with my laptop running W10 (21H2 Build 19044.1645).

Any application that I run that requires accessing the internet runs very slow whilst it is running. e.g. Web pages are slow to load regardless of browser (I use Firefox and MS Edge). This had been going on for quite some time and I've simply put up with it. It appears as there's a bottleneck somewhere in the system like there's too much going on in the background.

I know it's not a connectivity issue as my PC using the same connection (via ethernet to router) and runs well as I'm using the same/similar software with no speed issues. I accept the possibility that I may have to re-install Windows if I cannot solve this problem.

I am looking for some guidance as to how to both analyze and possibly correct this issue.

TIA for any tips/suggestions.

Start by booting to Safe Mode with Networking. You do this by holding down the Shift key when you do a Restart (Start button, Power, Restart). 
On restart, choose Safe Mode with Networking from the list. See if you have the same slow network problem or not.
 
If not, use Clean Boot to see if you can determine the cause of the problem.

If the problem persists in Safe Mode then try using your network from a booted flash drive. I recommend WIN10XPE:  Win10XPE - Build Your Own Rescue Media [2]

I cannot get to Safe Mode with Networking as described in your post. When I hold the shift key with restart, I am presented with the following screen (attached). If I continue, the laptop restarts normally (no option at startup is presented as described).

 

Where do I go to from here?

You click on Troubleshoot then Advanced Options Then Startup Settings then click the Restart button.

On restart enter the number next to Safe mode with Networking.

I've managed to re-start in Safe mode with networking and loaded the (heavy) web sites that were slow to load. I noticed a big difference in Edge (a lot quicker) and also in Firefox. However, in Firefox whilst quicker that before, not as fast as on the PC.
