Websites loading slowly, especially with embedded video

Could you help trouble shoot this Windows 10 machine using chrome.  It's about a year old and it's ability to load sites has steadily slowed.  Is there a way to reset it to factory conditions (without plugins) and would that be a cure?  Thanks for your help.

Have you scanned for malware? Is Windows fully updated? Do sites load slow with IE, Edge, or Firefox?
